Training workshop on public evaluation and procurement in Vientiane

On February 23-27, 2026, the Department of Evaluation and Procurement organized a training workshop on the dissemination of evaluation and procurement work with state funds in Vientiane Capital, co-chaired by Ms. Oudalon Siphovong, Deputy Director-General of the Department of Evaluation and Procurement, Ms. Soulidavan Keovilayvan, Deputy Director-General of the Vientiane Capital Finance Department, with representatives from the Ministry of Natural Resources, Culture and Tourism, the Ministry of Public Security, as well as relevant sectors around the capital participating. 🔷 On this occasion, Ms. Oudalon Siphovong commented: The training workshop on evaluation and procurement will be a good foundation for all parties to deploy and implement such work in their areas of responsibility. 🔷Evaluation and evaluation of state investment and procurement with state funds. Both of these tasks are considered important tasks, directly related to the use of the state budget, aiming to manage state investment projects and the use of state funds in a consistent, effective, efficient, economical, fair, transparent, and regulatory manner. There are legal references, such as: the Law on State Investment, Guidelines on the Implementation of Evaluation of State Investment Projects, the Law on Procurement with State Funds No. 30/NA, dated November 2, 2017, and Legal Guidelines No. 0477/Kong, dated February 13, 2019. In addition, there are procurement guides, bidding document forms, bid opening evaluation documents, a procurement website, and various forms related to the procedures and processes of procurement with state funds. 🔷In addition, after the delegation visited and evaluated major state investment projects to ensure that state investment is carried out correctly, in accordance with laws, policies and national socio-economic development plans, is sustainable and transparent, and the procurement and hiring work with state funds, the provision of materials and facilities for the construction of infrastructure and high efficiency, and training in project evaluation, procurement and hiring work to ensure that such work is carried out efficiently.
